The sampled spoken line just before the last chorus is (If it's good to ya, it's gotta be good for ya). This comes from the spoken introduction to a live track from Steely Dan, which appears on the boxed set Citizen Steely Dan. The sampled voice is the 14th track of the second disc, Bodhisattva (live), it's also available on Steely Dan: Gold. Added March 24, 1997.
As Bowie has pointed out, he intended to write a song where he used the names of the seven dwarves, Dopey, Doc, Grumpy, Sleepy, Bashful, Sneezy and Happy.
Although it doesn't seem to appear on the album version, during live performances, Bowie appears to say "Train Time" before the first chorus.
